Police tackle dangerous cycling

There seems to be a belief amongst the more aggressive cyclists that they are actually allowed to run red lights; and I have even heard a theory that, if they are injured doing this or hit someone else, they are not culpable - Can anyone assure me this is not the case and that cyclists have to obey the rules of the road like everyone else?

Have taken the following from an article in the Evening Standard in January of this year...."A trial of a plan that would let cyclists in London turn left at red traffic lights was backed by ministers today. Mayor Boris Johnson proposes the change so cyclists can get ahead of vehicles at junctions — particularly lorries, which are involved in a large proportion of accidents in which riders are killed"However one of my colleagues was recently stopped by the police in Wood Lane because they saw him cross a red light on his bike.  Unfortunately I think this is a rarity as practically every day I am nearly mown down by cyclists who continue at quite a speed to ignore red lights.
