shepherds bush green 'regeneration'

When the Labour council gave the go ahead for Westfield it was on condition that the green and surrounding area would have substantial sums spent on rejuvenation. One & a half years later why has this not happened and what is the Conservative council doing about it. Where has this money gone?

Every time I pass the Green there does seem to be some work going on but there is no obvious improvement. Perhaps someone knows what work has actually taken place.
