Cut backs?

On Bank Holiday Monday my small local park had a man on a grass cutting machine and another man on a sweeping machine - both Council employees.What was the urgency in getting this done on the Bank Holiday?

I don't think it was anything to do with the weather, when dry the grass was brown and not growing and we haven't had enough rain to create a meadow!  What an amazing idea, people working on Sundays and Bank Holidays with no additional pay.By the way, the man with the grass cutter was back this morning!

Where I live the self employed cut grass rain or shine. As an aside, our council re-beds the flower beds on Sundays  - nice little earnerPS, council workers do not work for nothing and I'm sure they don't take days off in lieu.

Perhaps they could only to the work when there had been a number of days without rainfall and had to take the opportunity. As long as they are not on double time I don't see the problem.
