Iced up pavements

As last winter - the H&F controlled pavement between Holland Road and the W12 shopping centre is attrocious and dangerous. Doesn't the Council ever consider de-icing this stretch? Or are they waiting for someone to break a leg before taking action? Amazingly, the RBK&C controlled stretch of 20 metres or so is clear.

What I don't understand is why the road/pavement sweepers cannot come round with grit in their bins and distribute it along the pavements.  They cannot do much sweeping of rubbish in this weather so why can't they help make the pavements safer.  Or is there a H&S ruling that means they cannot push barrows that are full of grit?
